At the time, Gialanella proposed using what is known as a \u201ccap bank\u201d to fund the budget. In basic terms, a cap bank is the difference between how much\u00a0the district could have legally hiked taxes within the state\u2019s 2 percent cap over the prior three years and how much taxes were actually raised. Since the previous school board passed minimal or zero tax increases, all of the increases that would have been allowed \u2013 but weren\u2019t enacted \u2013could have been back-loaded into a single year. To a lesser extent, the same possibility exists this year.<\/p>\n<p>Gialanella did not indicate whether he was looking to recommend another increase this year. Instead, he announced two budget meetings \u2013 March 9 and April 6, both open to the public \u2013 with a final vote coming in May.<\/p>\n<p>Board President John Lamela, asked directly whether the cap bank would be used to increase taxes in the upcoming budget, said it was too early in the process to determine the details.<\/p>\n<p>\u201cI haven\u2019t had that conversation with Tom [Gialanella],\u201d said Lamela. \u201cIt\u2019s early in the process and we\u2019re outlining how we\u2019re going to do things.\u00a0I haven\u2019t had that discussion so I couldn\u2019t give you that call one way or another.\u201d<\/p>\n<div class=\"fcbkbttn_buttons_block\" id=\"fcbkbttn_left\"><div class=\"fb-share-button fcbkbttn_large_button \" data-href=\"https:\/\/shorebeat.com\/brick\/2017\/02\/what-will-the-2017-18-brick-school-budget-look-like\/\" data-type=\"button_count\" data-size=\"large\"><\/div><\/div>","protected":false},"excerpt":{"rendered":"<p>Will the Brick Township school district budget for 2018-17 include a tax increase, or keep the tax levy\u00a0steady?
