The board\u2019s agenda also includes a resolution that would authorize a public vote on the measure Oct. 2 \u2013 just four weeks before the general election.<\/p>\n<p>The school board in neighboring Toms River has <a href=\"http:\/\/tomsriver.shorebeat.com\/2018\/02\/resident-questions-political-motivation-behind-october-vote-for-toms-river-school-referendum\/\">faced considerable criticism<\/a> from some members of the public for proposing to hold a vote the same day, which would cost taxpayers there more than $100,000 only weeks before the November general election, where the same ballot question would add no cost to taxpayers. Some have raised the question as to whether the October vote is an attempt to suppress voter turnout in order to give the referendum a better chance of approval. Brick\u2019s last several bond referendums have been defeated. Just one vote in recent memory \u2013 the 2011 referendum to increase municipal taxes in order to maintain the township\u2019s public works department \u2013 passed muster with voters. Brick residents overwhelmingly rejected a $90.8 million school referendum vote in 2009.<\/p>\n<p>There are few details as to what the referendum will ask of taxpayers. The $25,000 figure to be paid to Netta corresponds to a project that would cost \u201cgreater than $10 million,\u201d according to a contract between the board and the architectural firm that will be voted upon Thursday.<\/p>\n<p>A proposal letter from the firm characterizes the facilities spending as \u201csecurity upgrades\u201d for all of the district\u2019s 12 schools. Netta will be tasked with conducting a field survey of all school buildings, deciding which projects should be included in the scope of the proposal, estimating construction costs and assist the district in \u201cmarketing\u201d the referendum.<\/p>\n<p>\u201cIt is normally recommended that information to the public begin as soon as possible including meetings, flyers and involvement with Community Organizations,\u201d the letter from Netta stated, adding that the firm will send representatives to board meetings and potential public presentations.<\/p>\n<p>The board is already planning a <a href=\"https:\/\/www.shorebeat.com\/brick\/2018\/03\/brick-school-board-quietly-introduces-4-4m-tax-increase\/\">$4.4 million tax levy increase<\/a> for the 2018-19 school year that is separate from what residents could potentially approve by way of the October vote.
