Kim Bogan, the Brick Township employee \u2013 and daughter of former mayor Joseph Scarpelli \u2013 who stole more than $940,000 from the township in an insurance scam, has paid just over $5,000 of it back.<\/p>\n

Court records show Bogan\u2019s last hearing on the matter of restitution took place in September. Township Administrator Joanne Bergin said the municipal government was not part of that hearing and, aside from being the victim in the case, has no say in the court-imposed program run through the state\u2019s probation regime.<\/p>\n

\u201cWe\u2019ve been receiving payments from the state of New Jersey and they\u2019ve been coming in regularly,\u201d said Bergin.<\/p>\n

According to township records, Bogan has made several payments to the township since an initial check she wrote after hatching a plea deal with prosecutors and receiving her sentence, for which she served 10 months in jail and must pay back all of the $941,354 she stole from the township coffers. The total since then has been $5,426.<\/p>\n

\u201cThose checks do not come to us from Mrs. Bogan, they come from the state,\u201d said Bergin. \u201cHer agreement is with the state of New Jersey, not with the township of Brick.\u201d<\/p>\n

During her plea hearing in 2017, Bogan, who worked in the township\u2019s Building Department, admitted that between January 2011 and April 2017 she assisted her brother, Dr. Glenn Scarpelli \u2013 a chiropractor who committed suicide during the summer of 2017<\/a>\u00a0by jumping out of a New York City building \u2013 in submitting false claims to her employee health insurance program. The claims were for treatments purportedly rendered to individuals covered under Bogan\u2019s policy, however they were found to be bogus.<\/p>\n

Scarpelli, Bogan\u2019s father, served an 18-month jail term after admitting to extortion and bribery charges stemming from a relationship with an unnamed real estate developer in 2007.<\/p>\n<\/div>\n
