Bogan (Photo: NJ OAG)<\/p><\/div>\n<p>Brick\u2019s township attorney was recently tasked with ensuring a former employee and daughter of a former mayor continues making restitution payments for the $940,000 she embezzled through an insurance scam.<\/p>\n<p>Kim Bogan, the daughter of former mayor Joseph C. Scarpelli, was recently involved in a bankruptcy proceeding in which the township opined to the court, according to Township Attorney Kevin Starkey.<\/p>\n<p>Asked by a resident whether the township could collect any money from an insurance provider, Starkey said the court ordered Bogan to pay back the money incrementally, and the township does not carry insurance policies that would cover such an incident. Bogan, however, remains on the hook through the state\u2019s probation service for the restitution payments.<\/p>\n<p>\u201cWe were looking into it to see if there was any option to collect,\u201d said Starkey. \u201cIt turns out there were no assets, but we also made sure the judgment that was filed survived through the bankruptcy, which it did.\u201d<\/p>\n<p>Bogan scammed the township out of the $940,000 by submitting phony bills to her health insurance policy from her brother\u2019s chiropractic office in New York over a period of several years. Bogan\u2019s brother, Glenn Scarpelli, ultimately took his own life by jumping out of a window in a Manhattan building in 2017.
