A development proposal that was the subject of a hearing last year to turn a now-shuttered day camp into lots for more than a dozen homes off Herbertsville Road has resurfaced with an application for final approval.<\/p>\n

The development would replace the former Olde Riverside Day Camp & School, located at the corner of Herbertsville and Winding River roads. The parcel’s original zoning would have allowed for about 30 multifamily apartment units, however the developer sought permission from the board to deviate from the original dense zoning. In what was known as a bifurcated hearing, the developer first went before the board to obtain a use variance to allow single-family construction in a multi-family zone, and promised to return when ready to pitch the project itself. The second portion \u2013 the approval of the 14 homes themselves \u2013 is the subject of the meeting scheduled for March 16.<\/p>\n

William Stevens, a licensed planner and engineer working on the project, said the development would be a benefit to the township. The 14 homes would replace the day camp building and some ancillary structures, such as a barn, which were built in the 1930s. Single-family development, he said, is preferable to multi-family development in this case.<\/p>\n

\u201cThis will reduce the density, reduce the traffic and will reduce the stormwater management requirements for the site,\u201d Stevens testified. \u201cThe plan to provide some green space along Herbertsville Road with some single-family homes is most definitely a better alternative.\u201d<\/p>\n

According to a notice published in advance of the upcoming meeting, the developer \u2013 561 Herbertsville LLC \u2013 is seeking permission to create the 14 lots which will be used for the homes, plus the construction of an above-ground stormwater management basin. As part of the application, the developer intends to seek a variance for having an above ground stormwater management basin 32 feet from an existing residence whereas 50 feet is the required minimum under Brick’s zoning code. Another variance will be sought for having 25 foot-wide buffers on the northerly and southerly boundary lines whereas 50 feet is required.<\/span><\/p>\n

Little is known about the developer seeking to build the community, which will back up to Winding River Village, an age-restricted community built in the 1970s off Winding River Road.<\/p>\n

Public records show the LLC is linked to Tzvi Ciner, of Royal Oak, Mich., while the applicant listed on planning documents is identified as Larry Freimark, of Southfield, Mich. Attorney John Paul Doyle, representing the developer, said his client would not be attending any meetings on the matter, nor was he aware of any past real estate development ventures the company\u2019s principals were involved in. When asked by a member of the public at the original hearing how a person from Michigan came to buy a small property in Brick, Doyle declined to answer, but said in the age of the internet, real property is advertised nationally. He said his client planned to sell the 14 homes on the open market to individual homeowners.<\/p>\n

The meeting will be held March 16 at 7 p.m. at the township municipal complex on Chambers Bridge Road.<\/p>\n
