(Credit: Kathy Cassidy\/ Flickr Creative Commons)<\/p><\/div>\n<p>The Ocean County commissioners plan to adopt a resolution calling for a \u201cParents\u2019 Bill of Rights\u201d to be developed with the intent of better informing parents about school curriculum and providing a model for schools county-wide to follow if they choose.<\/p>\n<p>The resolution, due to be voted on at next week\u2019s commissioners\u2019 meeting, comes weeks after a debate publicly began over requirements for school districts in New Jersey to begin providing lessons that address gender identity to second graders. The resolution will call on Gov. Phil Murphy to \u201creturn the decisions to local school boards regarding highly-sensitive curricula for our young children.\u201d<\/p>\n<p>An uproar began last month after the press reported on a presentation delivered by a North Jersey school board during one of its meetings. The presentation detailed the Westfield, Union County, district\u2019s plans to incorporate a gender studies curriculum that was mandated by a 2020 law passed with little fanfare. But after the Westfield district revealed a sample lesson plan included the topic, \u201c\u2018You might feel like you\u2019re a boy even if you have body parts that some people might tell you are \u2018girl\u2019 parts,\u201d some parents and officials began questioning the appropriateness of such a lesson for students in lower grades. A <a href=\"https:\/\/www.dropbox.com\/sh\/dge2a30qi05brxw\/AADZE5YRB-DViEZ-eiLQ1yoYa\/By%20the%20end%20of%20Grade%202?dl=0&subfolder_nav_tracking=1\">tranche of sample lessons<\/a> under the banner \u201cPurple, Pink and Blue\u201d was the most controversial, and detailed male and female genitalia and some aspects of gender fluidity.<\/p>\n<p>Local school officials, when questioned by parents at recent meetings, have said the state does not mandate specific lesson plans and local districts can <a href=\"https:\/\/www.shorebeat.com\/brick\/2022\/04\/brick-school-officials-gender-education-will-be-age-appropriate-parents-can-opt-out\/\">map the curriculum<\/a> to what they feel is age-appropriate. Parents can also \u201copt out\u201d of any family life curriculum according to the Brick Township schools superintendent. But many remain skeptical given New Jersey\u2019s progressive tendencies at the legislative level, despite a pledge by Gov. Phil Murphy to review the law.<\/p>\n<p>\u201cI think this is something that is very important,\u201d said Commissioner Virginia Haines, a former state assemblywoman, who brought the issue to the board at a work session meeting Wednesday. \u201cA lot of people I have talked to about this \u2013 no matter where I go \u2013 they\u2019re talking about things they\u2019re upset with in the State of New Jersey, and this is the one I hear most often.\u201d<\/p>\n<p>The board as a whole expressed support for the resolution, which symbolically calls on Murphy to give local districts the final say, but also authorizes the county, its administrator and legal counsel to promulgate a \u201cParents\u2019 Bill of Rights\u201d that will serve as a model for the implementation of the new curriculum for schools across Ocean County if they wish to participate.<\/p>\n<p>A bill <a href=\"https:\/\/www.insidernj.com\/press-release\/corrado-bucco-introduce-parents-bill-of-rights-act-for-education\/\">proposed by Republicans in the state legislature<\/a> this week would create a statewide \u201cbill of rights\u201d for parents and review and replace the state\u2019s school curriculum.<\/p>\n<p>The document would set forth policies under which parents would be proactively notified about their children\u2019s curriculum in school, and \u201callow them to make their own decisions regarding their child\u2019s education and exposure to sensitive information.\u201d<\/p>\n<p>A draft resolution distributed to the commissioners Wednesday states that parents were not afforded the opportunity to provide sufficient public comment or input into the bill since it was passed and signed into law during the height of the coronavirus pandemic, while a shelter-in-place order was active.<\/p>\n<p>\u201cI think it is up to a parent to make that decision as to what their child should learn,\u201d said Haines.<\/p>\n<p>The commissioners agreed that education has become a top issue for local residents.<\/p>\n<p>\u201cI\u2019ve sat down at a restaurant for dinner and have had people come up to me asking about this,\u201d said Commissioner Jack Kelly.<\/p>\n<p>The board will consider the resolution at its next meeting, scheduled to be held at 4 p.m. Wednesday, May 18, at the county administration building in Toms River.<\/p>\n<div class=\"fcbkbttn_buttons_block\" id=\"fcbkbttn_left\"><div class=\"fb-share-button fcbkbttn_large_button \" data-href=\"https:\/\/shorebeat.com\/brick\/2022\/05\/ocean-county-commissioners-to-endorse-parents-bill-of-rights-for-n-j\/\" data-type=\"button_count\" data-size=\"large\"><\/div><\/div>","protected":false},"excerpt":{"rendered":"<p>The Ocean County commissioners plan to adopt a resolution calling for a \u201cParents\u2019 Bill of Rights\u201d to be developed with the intent of better informing parents about school curriculum and providing a model for schools county-wide to follow if they choose.
