The buildings, which would stand three-stories tall, would replace an existing gym that exists on the property.<\/p>\n<p>A planning notice did not specify what types of businesses would occupy the commercial space in the complex. Businesses would take up a portion of the first floor, as proposed, with residential units being constructed on the top two floors. The project requires a few minor \u201cbulk\u201d variances, but also requires a use variance since the General Commercial zone, in which the development would be located, only allows <span id=\"ctl00_ContentPlaceHolder1_PublicNoticeDetailsBody1_lblContentText\">for apartments on a second floor when there is a permitted use on the floor below. Since there will be residential space on the first floor, the borough has determined that the entire building is residential in nature, and requires a use variance.<br \/>\n<\/span><\/p>\n<p><span id=\"ctl00_ContentPlaceHolder1_PublicNoticeDetailsBody1_lblContentText\">Use variances require a more strict balance of positive and negative development criteria as well as a supermajority of zoning board members voting in favor of the application.
