A hearing on a newly-proposed Dunkin’ Donuts restaurant on a busy corridor in Brick Township will continue this week after testimony was still being taken by the end of the company’s last appearance.<\/p>\n

The developer, K Brick Mantoloking LLC, owned by the Patel family of Franklin Lakes, N.J., is seeking approval to build the establishment at 738 Mantoloking Road, a vacant lot at the corner of Mantoloking and Vannote Drive. The parcel is located across the street from Visitation Roman Catholic Church. According to the filing, the applicant is proposing to construct a Dunkin\u2019 Donuts retail franchise store with drive-thru. The property is located within the township\u2019s “Village Zone.”<\/p>\n

As with most applications that come before the planning board in Brick Township, traffic concerns emerged as the highlight of the first hearing, with more testimony expected this Wednesday, when the developer will return to town hall. An updated assessment by the Brick Township Police Department’s traffic safety unit found that several issues with the 1,882 square foot restaurant’s drive-through lanes have been addressed by a re-design of the property’s layout. The primary concern was that only two vehicles could queue between the ordering board to the merge of the two proposed lanes.<\/p>\n

The plan has also been modified to allow two-way traffic on a driveway on Vannote Drive, on the side of the restaurant location. Access to the site is proposed to be provided via a new full movement driveway along Mantoloking Road and a full movement driveway along Vannote Drive.<\/p>\n

According to a revised traffic impact study conducted by Dynamic Traffic, the Dunkin’ Donuts location would likely generate 52 additional trips in and out of the driveway during the morning rush hour, and 22 for the evening rush hour. On Saturday mornings, 72 new trips in and out would be generated. A seasonal adjustment factor was applied to the traffic counts to account for peak traffic conditions during the summer season.<\/p>\n

The study also found that the drive-thru system for the proposed Dunkin\u2019 Donuts will operate with a clockwise flow, with the ability to stack approximately 10 cars in the drive-thru lane without impacting parking or site circulation. Based on other Dunkin’ locations, it is expected that about seven vehicles will be in the drive-through lane at a given time during the peak hours.<\/p>\n

“As proposed, the project\u2019s site driveways and internal circulation have been designed to provide for safe and efficient movement of automobiles and large wheel base vehicles,” the study concluded.<\/p>\n

Several variances are required for the plan to move forward, including the maximum amount of lot coverage \u2013 60 percent is required while 71 percent is proposed. A landscape buffer of approximately 10 feet would be located on the side of the building where 25 feet is normally required. Also, the minimum parking space distance from Vannote Drive is 20-feet, where 16.1 feet is proposed.<\/p>\n

Minor variances are also being sought for signage.<\/p>\n

The meeting is scheduled for Wednesday, June 25 at 7 p.m. at the township municipal complex.<\/p>\n
