The resort was a safe and sunny place where visitors came to bask in the sun and residents ran successful businesses and lived the Shore life the way it was meant to be.<\/p>\n<p>As time went on, things changed. Elements of past glory remained, but negative media publicity, economic pressure and deteriorating motel properties took their toll on the town&#8217;s image. Many lamented the fact that MTV&#8217;s &#8220;Jersey Shore&#8221; was based in the borough,\u00a0but the oft-unfairly- maligned reality show may ultimately come to be seen as the catalyst that ushered in a new era of investment that will reinvigorate and redevelop Seaside Heights as the first-class family resort and year-round community many have hoped for.<\/p>\n<p>In the wake of Superstorm Sandy came an opportunity, officials believed. New, family-friendly events \u2013 free concerts, more fireworks, wine tastings, boat races, a Christmas parade \u2013 were planned.\u00a0Donations from an MTV telethon after the storm allowed the\u00a0borough to\u00a0purchase a stage where popular artists now seek to perform.\u00a0Several blocks of new, single-family homes were built, and after several years of stagnation, a world-class condominium sprung up over the Boulevard.<\/p>\n<p>The best is yet to come, officials say, part of a concerted effort by the borough&#8217;s administration and partners in the private sector to lure a new wave of investment to carry out a new vision\u00a0of the safe, sunny seaside community that almost slipped away.<\/p>\n<div id=\"attachment_1185\" style=\"width: 310px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-1185\" class=\"size-medium wp-image-1185\" src=\"https:\/\/shorebeat.com\/lavallette-seaside\/wp-content\/uploads\/2016\/03\/IMG_5130-300x225.jpg\" alt=\"One Ocean Boulevard, an upscale condominium development on the Boulevard. (Photo: Daniel Nee)<\/p><\/div>\n<p>&#8220;The positive notes are happening \u2013 our streets are looking better, people have fixed up their homes, and we\u2019re in between other towns where properties are more expensive than us,&#8221; said Mayor Anthony Vaz, explaining how real estate developers are now contacting his office on a regular basis to gauge the town&#8217;s openness to new projects. &#8220;We\u2019re finding that they\u2019re really interested in our community.&#8221;<\/p>\n<p>Vaz, who has been mayor since July 2015, has quickly made his mark, dissolving the borough&#8217;s redevelopment agency while expressing willingness to take action \u2013 through negotiation or condemnation \u2013 on improving the community. Negotiations <a href=\"https:\/\/shorebeat.com\/lavallette-seaside\/2016\/03\/negotiations-ongoing-in-seasides-purchase-of-motel-property\/\">are still ongoing<\/a> at the troubled Travel Inn Motel on Bay Boulevard, where Walters Group is planning to build a <a href=\"https:\/\/shorebeat.com\/lavallette-seaside\/2015\/12\/senior-condo-development-in-seaside-heights-will-include-lumber-yard-property\/\">new senior citizen apartment complex<\/a>.<\/p>\n<p>To the north, hammers and saws can be heard daily as Island Beach Way \u2013 a new <a href=\"https:\/\/shorebeat.com\/lavallette-seaside\/2015\/09\/as-island-beach-way-homes-sell-outlook-improves-for-seaside-heights-future\/\">community of single-family homes<\/a> that began to spring up after Sandy \u2013 is quickly selling out. The Boulevard, the main commercial district besides the boardwalk, is home to a <a href=\"http:\/\/www.oneoceanblvd.com\" target=\"_blank\">&#8220;stunning&#8221; condominium building<\/a> that one day, if all goes according to plan, will be surrounded by new shops and restaurants.<\/p>\n<p><strong>Building on Publicity<\/strong><\/p>\n<p>&#8220;The Jersey Shore era was absolutely huge for us,&#8221; said Mike Loundy, <a href=\"http:\/\/www.seaside-realty.com\" target=\"_blank\">owner and broker at Seaside Realty<\/a> and Director of Community Improvements for the borough. &#8220;It created a platform for us. We took our sleepy little town that has always worked hard to try and let people know that we\u2019re here, to where it completely blew us up.&#8221;<\/p>\n<p>With the show having ended its run,\u00a0the residual notoriety the borough received can be transformed into something much bigger, Loundy said. Officials passed a tax abatement program to spur investment pre-Sandy, offering the average homeowner about $15,000 in savings over five years. The borough began booking 50 musical acts each summer, culminating in the <a href=\"http:\/\/www.gentlemenoftheroad.com\/stopovers\/seaside-heights\/\" target=\"_blank\">Gentlemen of the Road Stopover Tour<\/a> in 2015 that provided the jolt of positive energy everyone was looking for.<\/p>\n<p>&#8220;We are really on the move,&#8221; said Loundy.<\/p>\n<p>This summer, three new businesses will open up on the Boulevard. A successful restaurant in Toms River \u2013 the name of which has not yet been revealed publicly \u2013 will open a California cuisine style restaurant in the former On Top of Spaghetti location, which will be renovated. Klees Bar and Grill purchased the property next door to its present location, knocked down an old building and will utilize the space as an outdoor seating area. And a restaurateur from the Philadelphia suburbs is taking over a vacant location so she can move her entire business to Seaside Heights.<\/p>\n<p>&#8220;Just in the matter of 60 days, three new places on our Boulevard have dropped out of the sky and will be open for the summer,&#8221; Loundy said.<\/p>\n<p>Negotiations are continuing on another Boulevard location where an existing building will be torn down and replaced with retail space on the first floor and condominium units above. That style of mixed-use development, successful in the restorations of Morristown, Asbury Park and other communities, may become central to Seaside Heights&#8217; plans.<\/p>\n<p>&#8220;It\u2019s a really great use of the real estate for a Shore town,&#8221; said Loundy. &#8220;Why not maximize the use of the street level area, where people in condos might not want to live anyway, for retail and build something beautiful above it?&#8221;<\/p>\n<p><strong>A Seaside Vision<\/strong><\/p>\n<p>Earlier this year,\u00a0the <a href=\"https:\/\/shorebeat.com\/lavallette-seaside\/2016\/01\/seaside-heights-redevelopment-plan-will-focus-on-the-boulevard\/\">borough council voted<\/a> to appoint the firm of Phillips, Preiss Grygiel, of Hoboken, as a redevelopment planner. The company has previously developed the downtown revitalization program in Hightstown, similar plans in Montclair and\u00a0Roosevelt Island, N.Y., and has represented iStar, the major redeveloper in Asbury Park.<\/p>\n<p>In developing its vision for revitalizing their town, Vaz, the mayor, and other officials decided to take a middle-of-the-road approach. Development would not focus on a single type of structure \u2013 such as all condominiums, all single family homes or all similarly-styled businesses \u2013 but would center more on the intended uses of properties. Officials are attempting to strike a balance between ultra-high-end development and the present real estate stock.<\/p>\n<p>&#8220;We\u2019re blue collar, and I don\u2019t think we should be something we\u2019re not,&#8221; said Loundy.<\/p>\n<p>Christopher Vaz, borough administrator and local historian, said the recurring theme should be ensuring the borough looks like a beach town and is true to its roots.<\/p>\n<p>&#8220;We need to go back to the basics,&#8221; said Christopher Vaz, the day the agreement with the planning firm was approved. &#8220;Part of the problem is that we\u2019ve had all of these visioning studies, and Seaside has always thought of trying to be something it\u2019s not. We want to try to be what we really are \u2013 a beach community with flip flops, tee shirts and shorts, ice cream, pizza and rides.&#8221;<\/p>\n<p>Loundy said the rental stock is still down following Sandy. While a few\u00a0properties have not been repaired, others have been rebuilt as modern homes where people are living year-round.\u00a0But for those that remain, the phone at the <a href=\"http:\/\/www.seaside-realty.com\" target=\"_blank\">Seaside Realty office<\/a> has been ringing frequently. For both rental property owners as well as boardwalk businesses, locals are putting their faith in the redevelopment of Casino Pier to bring more families to the boardwalk. The pier, partially destroyed during Sandy, is <a href=\"http:\/\/brick.shorebeat.com\/2015\/05\/casino-pier-plans-revealed-as-seaside-heights-residents-businesses-debate-land-swap\/\" target=\"_blank\">proposed to be rebuilt northward<\/a> on borough-owned property that will be swapped with the pier owner for a valuable, historic carousel and land on which to <a href=\"http:\/\/brick.shorebeat.com\/2015\/05\/casino-pier-plans-revealed-as-seaside-heights-residents-businesses-debate-land-swap\/\" target=\"_blank\">build a museum<\/a> to house it in the northern part of town. (Photo: Daniel Nee)<\/p><\/div>\n<p>The pier&#8217;s value became solidified on Memorial Day weekend, 2013, when the Today Show broadcast live from the boardwalk and Gov. Chris Christie cut a world-record-length ribbon to ceremonially reopen the town after the storm.<\/p>\n<p>&#8220;Even though we were viable and functioning, and our businesses were open, the pier wasn\u2019t, and the silence was deafening,&#8221; Loundy said. &#8220;When the pier opened in July, it was like someone flipped a light switch, it was instantly busy. Nobody really understood the value the amusement pier had in the past.&#8221;<\/p>\n<p>If the boardwalk economy booms, so will restaurants, shops, nightclubs and other businesses on the Boulevard, currently the focus of the redevelopment planner&#8217;s efforts. Ultimately, an improved seasonal economy and a redeveloped town may prompt more people to become year-round residents, strengthening the community as a whole.<\/p>\n<p>&#8220;I was on the phone this morning with a woman trying to figure out the best way to commute to New York if she buys one of the <a href=\"http:\/\/www.oneoceanblvd.com\" target=\"_blank\">One Ocean Boulevard<\/a> condos,&#8221; said Loundy.<\/p>\n<p>That&#8217;s exactly what the mayor wants to hear. He said the borough council is favoring a cohesive plan, but is willing to review ordinances concerning building height and other factors that may decide whether a projects gets off the ground or not.<\/p>\n<p>&#8220;We want a quality of life here for our residents and business community,&#8221; Anthony Vaz said. &#8220;We want a sense of community \u2013 building friendships, a safe place to live.
