The borough council on Wednesday voted in favor of moving forward with the project, and it is expected to be completed before the end of year so as to comply with regulations barring construction during winter flounder spawning season.<\/p>\n<p>The site is located near the Dock Outfitters property, which is owned by the borough and leased to a private business owner.
