(Photo: Shorebeat)<\/p><\/div>\n<p>A Seaside Park resident pushed the borough council last week to adopt rules that would clamp down on beachgoers entering the ocean after lifeguards go off duty, claiming a recent spate of rescues could be linked to those avoiding paying beach badge fees during the day.<\/p>\n<p>\u201cPeople are coming on free, and more people are coming on at 5 o\u2019clock than people during the day \u2013 especially on Friday and Saturday,\u201d said Decatur Avenue resident Claire Zisa. \u201cWe don\u2019t have an ordinance to tell someone not to go in the water, but Seaside Heights does. We have an ordinance that people can\u2019t come up with a dog, we have an ordinance to keep people off the dunes \u2013 why not have an ordinance about people going in the water without lifeguards?\u201d<\/p>\n<p>Borough officials largely agreed that one of Zisa\u2019s ideas \u2013 shutting down beach access after lifeguards pack up for the day \u2013 is not a desirable solution, but said they would be open to expanding the hours during which beaches are guarded.<\/p>\n<p>\u201cI don\u2019t know that, at this point in mid-August it can change for this year, but we do have to have a discussion about the hours people can be up there,\u201d said Councilwoman Gina Condos. \u201cI personally think 5 o\u2019clock is too early for the lifeguards to leave \u2013 it\u2019s really become the golden hour.\u201d<\/p>\n<p>Zisa said many visitors who come after hours \u201creally don\u2019t know what the waters are like.\u201d<\/p>\n<p>\u201cThere are tons of people coming \u2013 they\u2019re drinking, they\u2019re smoking, and what\u2019s happening is really scary,\u201d she said. \u201cWhat are we doing to help the situation with the drowning right in our own backyard?\u201d<\/p>\n<div id=\"attachment_17934\" style=\"width: 1010px\" class=\"wp-caption alignnone\"><a href=\"https:\/\/shorebeat.com\/lavallette-seaside\/wp-content\/uploads\/2025\/08\/seaside_park_beach_oceanfront_2172-scaled.jpg\" data-rel=\"lightbox-image-1\" data-rl_title=\"\" data-rl_caption=\"The oceanfront in Seaside Park, Aug. 2025. (Photo: Shorebeat)<\/p><\/div>\n<p>Several council members said they would be hesitant to shut down beaches and begin handing out tickets, citing not only nighttime activities on the beach, but the message a crackdown would represent.<\/p>\n<p>\u201cIt\u2019s a very slippery slope once you start legislating human behavior,\u201d said Condos. \u201cYou can\u2019t legislate the common sense people should have. I personally am not in favor of locking up the beach. We have a lot of activities there at night \u2013 we have concerts, Kite Night, families bring pizza up there and have a nice dinner.\u201d<\/p>\n<p>The borough could also face legal action for blocking access altogether. In 2023, after settling a lawsuit over an after-hours drowning, Jenkinson\u2019s chose to lock up beach access points along its boardwalk in Point Pleasant Beach after Labor Day.
