(Photo: Shorebeat)

Seaside Park is finalizing its plans for major renovations and reconstruction at the municipal marina on J Street, with a survey being presented to residents as well as a rendering of what the project will entail.

Last month, the borough council awarded a $265,000 engineering contract Remington Vernick Engineers (RVE) following meetings with numerous firms to solicit proposals. The total estimated amount for the project’s construction stands at $5.2 million, which will be funded through marina slip rentals – not property taxes. But the borough is also hoping to obtain state Green Acres funding as part of its effort to beautify the marina and make it more efficient and environmentally friendly.

“The purpose of this project is to reconstruct the aging bulkhead, docks, piers and decking within the marina as well as raise the entire bulkhead to elevation 5.0,” a report from RVE issued this week said. “The proposed raising of the lot is part of a borough initiative in the area to battle rising tides and improve on the impact of the tidal flooding that is currently affecting the area.”

Reconstructing the marina, the report said, will provide slip holders and marina users with “safer access to their vessels, in addition to the structural improvements of the marina lighting improvements will provide increased safety and reduce crime in the area at night.” Electrical and water improvements to each individual slip will provide residents with increased accessibility to service their boats.

<a href="https://shorebeat.com/lavallette-seaside/wp-content/uploads/2026/02/Screenshot-2026-02-13-at-12.28.50-AM.png" data-rel="lightbox-image-1" data-rl_title="" data-rl_caption="Conceptual plans for the J Street Marina reconstruction project in Seaside Park, N.J., Feb. 2026. (Credit: RVE Engineering)

The report said the current bulkhead is aging and showing early signs of deterioration. The proposed improvements are to reconstruct the bulkhead at an elevation of five feet, remove and replace all the timber piers decking and docks with new timber piles, docks and composite decking. Additionally, the site will be raised, and stormwater improvements are proposed to collect rainfall, which will be funneled through the bulkhead at various locations throughout the marina. The marina surface will be replenished with crushed clam shells about 4-inches thick. The borough will also remove and replace the dock lighting poles and provide electric and water to individual slips.

The planned park improvements will include removal and disposal of existing bulkhead, decking, piers, piles, clearing of the site, introducing fill to the site, grading and stormwater improvements to mitigate potential stormwater ponding throughout the site, plus implement soil erosion and sediment control measures.

“It is important to note that since the proposed project area has been previously disturbed for the construction of the existing facilities on site and is currently an active park, there are very limited environmental impacts anticipated to natural resources,” the RVE report said.

A main goal of the project, according to the report, is to raise the site, which is already affected by the rise in sea level. After completion of the project, the site’s ability to handle rise in sea level “will be greatly increased and lesser storm events will no longer affect the area.” Any structures or electrical facilities will conform to base flood elevation requirements.

<a href="https://shorebeat.com/lavallette-seaside/wp-content/uploads/2026/02/Screenshot-2026-02-13-at-12.28.19-AM.png" data-rel="lightbox-image-2" data-rl_title="" data-rl_caption="Conceptual plans for the J Street Marina reconstruction project in Seaside Park, N.J., Feb. 2026. The project will raise the marina park property by adding 9,750 cubic yards of fill.

The borough is eligible for up to $600,000 in state Green Acres funding to be put toward the project, said Borough Administrator Karen Kroon. The borough’s 2025 capital budget included a $5 million appropriation for the project.

The public is invited to attend a public hearing to learn more about the proposal and to ask questions or provide comments on the proposed plan on Feb. 19, 2026, at 7 p.m. as part of the Green Acres application.
