(Planning Document)<\/p><\/div>\n<p>Toms River\u2019s planning board next month will hear an application for the development of several portions of the Hooper-Caudina Redevelopment Area, located in the vicinity of Hooper, Caudina and Bay avenues in the central portion of the township.<\/p>\n<p>The large redevelopment area includes several subsections, consisting of the now-operating Veterans Administration outpatient center, a government campus that is under construction and a portion that will be privately developed by SP Acquisition Associates II, LLC, a Pennsylvania firm that builds commercial properties. The July 2 hearing before the board will cover four lots known as \u201cSubarea C\u201d of the redevelopment zone, which comprises portions of the Seacourt Pavilion property. The proposed development requires variance relief to permit a building coverage of approximately 21.5 percent, where the maximum building coverage is 15 percent; six parking spaces where a minimum of 66 parking spaces are required; an off-street loading area in the front yard, where off-street loading areas are limited to the side and rear yards; and minor relief for an off-street parking space and promotional sign.<\/p>\n<p>SP is pitching a retail pad site for the southwest lot, consisting of an approximately 6,440 square foot, one-story restaurant with a drive-thru, 36 parking spaces and ancillary improvements. This portion also requires variance relief for a front yard setback of 89.7 feet where 100 feet is required; a parking lot front yard setback of 33 feet where 35 feet is required; and two fa\u00e7ade signs on the building, where only one is normally permitted.<\/p>\n<p>The middle lot would be developed with a commercial retail pad site, consisting of an approximately 11,178 sq. ft., one-story building, 163 parking spaces and additional improvements.
