A developer is seeking approval to build a new three-story building with 56 rental apartment units at the Green Meadows at Pleasant Plains development, along with associated parking, roads, sidewalks, a basketball court, two dog parks and a nature trail, according to a zoning board notice published last weekend.<\/p>\n

Green Meadows at Pleasant Plains is located off W. Whitty Road, just east of Route 9. The 25.05-acre site, owned by Dover Summit Associates, already contains 110 apartments and 65 townhouses totaling 175 residential units, plus a clubhouse, swimming pool and related improvements. The developer previously obtained a use variance and a density variance for that development. Prices apartment rentals at the existing complex range from $2,050 to $3,925 per month, according to public listings.<\/p>\n

With the addition, the project would total 231 residential units. The proposal requires multiple variances, including increasing overall residential density to 9.3 units per acre where only 7.2 are permitted and exceeding the 132-unit maximum for the site. It also seeks approval for an average of 2.02 bedrooms per unit, a building height of 37.48 feet where 35 feet is allowed, and a maximum building length of 330 feet where 170 feet is permitted to match the existing structures. Minor variances are needed for reduced setbacks, narrower buffers and screening along property lines, as well as adjustments for floor area in two-bedroom units, and parking lot configuration. The applicant is also asking the board to ratify the variances granted for the earlier phase of the project, a common practice in such hearings.<\/p>\n

The development has a history tied to a planned unit development designation. A prior settlement with the board reserved 10 acres of the original property for commercial use, which has since received approval. The property was later subdivided, with a separate covering the residential portion. The applicant maintains in the public notice that the combined lots retain PUD status, making the expansion a permitted use, but is prepared to seek additional use variances if the board rules otherwise.<\/p>\n

The application will be heard May 28, 2026 at 6:30 p.m. in the council chambers at the municipal complex on Washington Street.<\/p>\n
