Spokeswoman Bryan Huntenberg said Toms River police responded to the Ocean County Parking Garage located at 119 Hooper Ave. in reference to a man laying on the ground with severe trauma to the head.<\/p>\n<p>It was determined that Richard Hernon, 38, of Toms River, leapt to his death from the top floor of the garage. The incident is being considered a suicide and there were no signs of foul play.
