A developer is proposing to subdivide a parcel of land into five lots \u2013 four of which would be used for residential construction and the other to be saved as open space \u2013 in Toms River\u2019s Windsor Park neighborhood.<\/p>\n

According to a filing with the township planning board, Anthony Paolella has applied for a final major site plan approval alongside his request to subdivide the property, located along Oceanic Drive and Windsor Avenue.<\/p>\n

Paolella is asking the board to grant him permission to create four single family residential lots, all of which have square footage in excess of that which is required by the Toms River zoning ordinance, and a fifth lot to remain as open space. Access to the four residential lots will come from a new roadway he is proposing to create within an existing township right-of-way. Each lot will provide off-street parking for four vehicles.<\/span><\/p>\n

Windsor Park is a lagoon community located off Fischer Boulevard in East Dover. The neighborhood was most recently in the news after the state Department of Environmental Protection found that five wells in the neighborhood had slightly elevated levels of trichloroethylene and tetrachlorethylene, both known carcinogens. Neighboring wells were tested and were not found to contain the same substances.<\/p>\n

The board is scheduled to hear the application at its Dec. 16 meeting, which begins at 6 p.m. at the township municipal building on Washington Street. Detailed maps and plans are available at town hall and may be accessed before the meeting.<\/p>\n
