Police say a local man traveling with 140 wax folds of heroin was arrested following a traffic stop on Route 37.<\/p>\n

Kenneth R. Cooper, 39, of Pheasant Drive in Bayville, was arrested by Manchester police and charged with narcotics offenses after he was found to be in possession of a large quantity of heroin when officers stopped his vehicle on Route 37 near the Toms River border.<\/p>\n

The arrest occurred Feb, 24 when\u00a0members of the department\u2019s Narcotics Enforcement Team were conducting surveillance in the Summit Park section of Manchester. Team members observed a 1997 Honda Accord and its operator, Cooper, engaging in suspicious activity, said Capt. Todd Malland.<\/p>\n

Cooper was surveilled as he left the area and was stopped on Route 37 near the Toms River border for a motor vehicle violation, Malland said. During the course of the stop, Cooper was allegedly found to have in his possession 140\u00a0wax folds of heroin. The heroin was seized by the officers and Cooper was taken into custody without incident.<\/p>\n

After being processed, Cooper was charged with possession of heroin, possession with intent to distribute heroin, loitering to obtain a controlled dangerous substance, and possession of drug paraphernalia.\u00a0 He was released on criminal summonses pending a court appearance.<\/p>\n

Assisting with this investigation were members of the Manchester Township Police Department\u2019s Patrol Bureau as well as Toms River Township Police K-9 Officer Buhowski and his partner Gunnar.<\/p>\n
