He was arrested March 21 by Toms River police without incident and has been lodged in the county jail ever since.<\/p>\n<p>Brayman \u201cmoved from his address in Berkeley Township to Toms River without registering or notifying any law enforcement agencies,\u201d the statement said. Since 1994, Megan\u2019s Law requires certain sex offenders to register with their local police departments whenever they move or change their residential address or place of employment. Failure to comply with this obligation is considered a third degree crime.<\/p>\n<p>State Police records classify Brayman as a Tier 2 offender, placing him at a \u201cmoderate risk\u201d of re-offending. He was convicted in 1986 of sexually assaulting a 15-year-old acquaintance in Rhode Island. In 1999, he was convicted of sexually assaulting a 6-year-old in North Carolina. His address was listed in a police database as the Holiday Harbor Motel on Route 9 in Bayville.<\/p>\n<p>Anyone with relevant information regarding this case \u2013 or others violating Megan\u2019s Law requirements \u2013 is asked contact Sgt.
