Ortley Beach Properties Proposed for Expansion to Multifamily Units

The owner of a group of properties in Ortley Beach is set to pitch a plan to expand them into multifamily units, necessitating a use variance, a filing stated.

The proposal concerns the building located at 221 and 223 Fifth Avenue, near the corner of Washington Avenue in the neighborhood. The applicant, Ortley Breeze Condominium Association, is seeking zoning board approval to construct second story additions to units 3, 4 and 5 of the Ortley Breeze complex. Approval would require a use variance to allow the multi-family dwellings in the R-40 zone, which is designated for single-family homes.

The request also requires variances from the minimum front yard setback requirement of 20 feet, with the applicant proposing 17.1 feet on Fifth Avenue and 9.1 feet on Washington Avenue.

The matter will be heard at the Feb. 26, 2026 meeting of the Toms River Township Board of Adjustment, set for 6:30 p.m. at the township municipal complex on Washington Street.
