Toms River Planning Board to Consider 150 Apartments, Offices, Retail Along Route 9

The Toms River planning board is set to hear an application by a developer to construct 150 apartments along with retail space along Lakewood Road (Route 9) and Clayton Avenue at a meeting later this month.

The proposal by Promenade Toms River LLC, of Lakewood, which purchased the property for $4.5 million in 2021, calls for the construction of 150 dwelling units, a 4,500 square foot clubhouse, an 11,200 square foot two-story office building, a 16,000 square foot two-story office and a separate retail building on the site, which carries the address of 1515 -1533 Lakewood Road.

Business records show Promenade Toms River is owned by Marcel Gestetner, a developer whose company, Mobile Arch Homes, has previously developed properties in Brick, Jackson, Bayville, Manchester and Howell, among others.

The applicant is requesting numerous pieces of variance relief for the project, including minimum lot width of 95 feet where 150 feet is required; minimum lot dept of 174 feet where 200 feet is required, building coverage of 22 percent where 20 percent is required; no residential buffer where 50 feet is normally required for a newly-created lot; and no screening width where 20 feet is normally required for another newly-created lot.

The board is scheduled to consider the application at its Dec. 17, 2025 meeting, which begins at 6 p.m. at the township municipal complex on Washington Street.
