Seaside Park Plans Design of Marina Reconstruction, Solicits Opinions From Residents

Seaside Park officials last week voted unanimously to move forward with the reconstruction of the J Street Marina, while also posting a survey on the project to the borough’s website in order to solicit public input with the hope of receiving a state Green Acres grant to help with the project’s cost.

Notwithstanding the potential for state funding, the long-planned project will be funded through the borough’s marina utility account, which itself is funded through slip rental revenue rather than property tax dollars. The effort to rehabilitate the marina took a major step forward last week with the council’s approval of a contract with an engineering firm to provide the planning, design, permitting, and bidding of the project.

The engineering contract was awarded to Remington Vernick Engineers (RVE) for $265,000 following meetings with numerous firms to solicit proposals.

RVE “offered the most engineering features for the price provided,” said Councilman William Kraft. The total estimated amount for the project’s construction stands at $5.2 million, he added.

“The bulkheading and many other items in the marina – catwalks and things like that – are over 50 years old,” he said. “The tie-backs that hold up the bulkheads are starting to release from corrosion, and in general it’s a project that is well overdue.”

The borough’s 2025 capital budget included a $5 million appropriation for marina bulkhead and pier replacements, encompassing full or partial finger pier overhauls to address aging structures and “enhance resilience.” Additional related funding included the recent project to replace the breakwaters that surround the marina entrance, and $75,000 for marina water distribution. The project will also include the replacement of the marina’s entire electrical system.

The borough is eligible for up to $600,000 in state Green Acres funding to be put toward the project, said Borough Administrator Karen Kroon. Green Acres applications include the solicitation of comments from the public, which is being conducted through a survey that was recently posted to the borough website. The survey can be found here.
