The owner of an oceanfront property in the northernmost portion of Seaside Heights has tweaked plans that were previously approved by the borough’s planning board, calling for 10 units to be built overlooking the boardwalk.
The property, located at 1511 Ocean Terrace, is situated between Sampson and Hiering avenues, bordered by another residential property to its south and another to its north. Just south of Sampson Avenue is the Carousel museum. Much of the updated proposal is consistent with the plan that was originally approved in 2024 – a single building with 10 residential units contained within one structure. But the developer, identified in tax records as a North Jersey investor, is now seeking a fresh approval to incorporate modifications that would allow more units to face the ocean.
“It will be the same number of units, and the footprint is not changing,” said attorney Matthew Heagan, representing the developer.
The reconfiguration calls for the elimination of a pool and some structural changes, said Stephen Kawalek, the project’s architect.
“The origin of these revisions stem from the fact that the units got reconfigured to afford a larger number with water views,” Kawalek, adding that six out of the building’s ten units would now have ocean views. “What was more impactful was, when we got more into structural and mechanical designs, we needed more height for structure in terms of floor thicknesses and allowances for steel beams. We needed a couple extra feet than we had allowed for the elevator shaft.”

Eliminating the pool bought the designers some additional room, therefore the roof height of the building as proposed has changed just slightly – within inches – from 40.9 feet to 41 feet. The highest eve of the building will stand 53 feet tall, he said.
The lot measures 10,062 square feet. The 10 condominiums would be constructed in a four-story building, built over top a parking area with 20 spaces. Access will come via a 15-foot-wide driveway that connects directly to the parking facility underneath the homes, and the building will be set back 32.5 feet from the boardwalk, which is a requirement under the state’s Coastal Areas Facilities Review Act (CAFRA).
The proposal will be formally heard at the board’s May 4, 2026 meeting, scheduled for 6 p.m. at the borough council chambers.
